R07810-Weeks Worked Report is not calculating for all companies.

We have employees in multiple companies and Tax areas within each company.  We are processing the R07810 based on Hours worked.  There are entire companies that weeks worked is not calculating for.  We are on 9.2 so the issue fixed by Bug 25470602, should be fixed.  Has anyone else experienced this?  I don't know of anywhere that Weeks worked is truned on/off at a company level.  Any assistance is greatly appreciated.
