Database Character Set from WE8ISO8859P1 to UTF-8

Hi Experts,

we have requirement/project  to  convert database Character Set  from WE8ISO8859P1 to UTF-8

Below is the current database  NLS_CHARACTERSET and Database version.

PARAMETER                      VALUE

------------------------------ ----------------------------------------

NLS_CHARACTERSET               WE8ISO8859P1

NLS_RDBMS_VERSION              11.2.0.3.0

I need to know what will be the effort/risk to change  database Character Set  from WE8ISO8859P1 to UTF-8.

what are the steps to covert database Character Set  from WE8ISO8859P1 to UTF-8.
