APPLSYSPUB user locking freqeuently due to this home page issue in 12.1.3

Hi ALL

We have faced very rare issue, APPLSYSPUB is locking frequently , please can any provide suggestion/fix. due to this home page issue is coming up.

have followed below stesp

==============================

1. down oracle application services

2. unlock the APPLSYSPUB users.

3 run autconfig on both tier(DB/APPS) sucesfuly

4. brought the application services after the couple of minutes  APPLSYSPUB status locked.
