item branch creation during Inventory Transfer entry

Good day,

We have one issue that storekeepers are doing IT from one Warehouse to another, if item branch is not available, system is creating item branch records in the To branch on the go.  We need to prevent this as Storekeepers are misusing this functionality.  They are transferring from their Warehouse to Maintenance stores and all if even if there is no Item branch records is available.

Please help to solve this.
