runInstaller / netca / dbca showing crypting fonts

On a Oracle Linux 7.5 system, where already OVM Manager is installed, when trying to install oracle database 18.3 software, runInstaller, dbca, netca all show cryptic fonts.

Any ideas?

locale is set to default value.
