No LOV when trying to run Transaction Objects Diagnostics

When trying to run TRansaction Objects Diagnostics for Create Accounting we just ran - the LOV do not have any values for Trx_number or Request_id. When gow to the Oracle note how to fix it - it require to rerun the PRC:Create Accounting but we already ran Create ACcounting in Final MOde ... Can we reran again as  note below says???

Log in using the System Administrator responsibility

2.  Submit the Replicate Seed Data for the operating unit

3.  When the process completes, then log in with the Projects responsibility and run the PRC: Create Accounting process again

4.  Then try to run the Transaction Objects Diagnostics process. The LOV for request_ids will now  be populated.
