How to patch Oracle DB Client for Windows

I downloaded the "".  (See the attached picture called "Oracle Patch Availability".)   This document identifies a patch for my "Oracle Database Client home" and provides a link to patch 25171037.

When I visit this link, though, it shows no patches for Windows installations.  (See the attached picture called Oracle_Client_Patch_25171037.)

Do I need to patch my Oracle Client Home if my client is on a Windows machine?

If so, where can I download the patch?
