Query causing massive CPU utilization.

Hi all, last weekend my DB server suffered a massive overload due to a specific select query causing very high CPU utilization each time they executed & this query is being executed every 3 seconds. Prior to the issue the query wasn't heavily used thus the impact is unnoticeable until last week. I've instructed my application guys to check on the query and tune it as I'm not an app DBA thus I do not have any understanding on the application.

From a pure DBA point of view what else can I fine tune on the database to help to improve the below query?
