Issue fixed in WL 12.2.1 Patch 23107323 still valid in WL 12.2.1.3

Hello,

I have WebLogic V 12.2.1.3 installed on Win2016 and trying to configure it with Kerberos SSO. However,  I am seeing the same issue as described and fixed in WL 12.2.1 Patch 23107323. Bug

When I download this patch and run report on my WL 12.2.1.3 the outcome of the report is the following:
