Purchasing Options or Financial Options have not been defined for the Operating Unit

We are trying to enable procurment functionality for one of the operating units. However, we are facing the below error when i try to setup purchasing options (12.2.5)

  1. Purchasing Options or Financial Options have not been defined for the Operating Unit:

Also, please let us know how to define the security hierarchy?
