hotpatch 19287203 error out

Hi,

I have installed R12.2 on windows 2012 R2. I have successfully applied database patch and Middle tier patch as recommended by ETCC.Now i am applying 19287203:R12.AD.C as suggested in the (Doc ID 1959460.1).It has following error
