Perfomance Hit In Pluggable database 12.2

I have an issue with a stored procedure that runs quite slow in a pluggable database 12.2. The same procedure is very fast in non-cdb database on the same version 12.2.
I've tried to apply a patch as advised by Oracle Support (Doc ID 2338209.1 ) but it makes no difference.
