relink failed with error file adregenv.exe missing

I am doing post R12.2.0 installation steps on windows 2012 R2  Relink executables in AD_TOP as mentioned in the doc id 1959460.1. Relink has following error

E:\oracle\VIS\fs1\EBSapps\appl>echo off

ECHO is off.

ECHO is off.

This script requires the following files:

ECHO is off.

    E:\oracle\VIS\fs1\EBSapps\appl\APPSVIS_vipul.cmd

    adregenv.exe

ECHO is off.

i did not file adregenv.exe in the AD_TOP/bin in the run file system but same file is available in the Patch file system.
