12C multiteneant DB without Daignostic Pack,Tunning Pack and Life cycle management

HI Experts ,

Need your suggestion ,We have 12c Enterprise Edition on Red hat Linux7.

I want to disable following features on non prod  DB because of licensing issue

-Daignostic Pack

-Tunning Pack

-Life cycle management

is it advisable to disable all of above on non prod DB ..what will be impact if we disable all or any one .
