Issue during 18310536 patch apply

Hello,

I'm trying to apply patch 18310536 into my new clone instance but unfortunately i'm getting the below issue:

ar -xv fndst.lib afpo.obj fdxefv.obj

E:/Oracle/INST/apps/apps_st/appl/admin/INST/out/adlibout.cmd: line 8: ar: command not found

Verifying that all requested object modules were extracted...

adlibout: error: afpo.obj not successfully extracted from fndst.lib

adlibout: error: fdxefv.obj not successfully extracted from fndst.lib

adlibout: Error extracting files from fndst.lib

Saving command file as E:/Oracle/INST/apps/apps_st/appl/admin/INST/out/E_fnd
