What criteria are used for PRC: Transaction Import to process pending timecards?

Hello,

From the beginning of this year we have a new OU (Expenditure Organization) in which people record time using OTL but only last week PRC: Transaction Import has been scheduled to run every 4 hours for OTL.
Timecards that have been approved since then are being transferred to Projects but why are not all 2018 timecards picked up for processing? Their status remain 'Pending'.

A bogus change to their timecard, submit & approve will trigger the process but I wonder why the concurrent program is not processing them as their status is still 'Pending'. Once transferred and their status is updated, the PA_TRANSACTION_INTERFACE_ALL table can be purged.
