Why is my AME Pre List approval Group not always first in the approval list?

Hi,

We are on 12.1.3, using AME in iProcurement.

The ame approval  is set up so that for some categories, a (parallel first responder wins) pre list approval group is required before the Chain of Authority approval is started.

This works fine as long as we only use categories are used which require pre list approval.

If we combine lines on the requisition for which pre-list approval is not required, and some for which it is required,  the pre-list approval is placed after the chain of approval.

The diagram shows the wrong sequence, approval notifications are also sent in the wrong order.
