Document Manager Standard View No information on top folder until clicked on gear icon

Production Environment Unifier 18.8.1, Document Manager, Standard View, Tree Folder Structure - Top Folder, no information viewable in the right window until user clicks on the gear icon. It happens in IE & Chrome. Is this by design?
