Interface Commitment from external system into Oracle Projects

To bring in PO header and lines that include Oracle POET information as commitment into Oracle Projects from a legacy external system, what do I need to do in EBS functionally and/or technicaly to integrate / bring in this data into Oracle Projects? Note that there are legacy POs, new POs, and POs that will go through revisions.
