Tools Upgrade Causes Chrome to Refresh Constantly

After upgrading Tools to 9.2.2.5 several users are experiencing an issue where Chrome and Firefox constantly refresh (every second). In IE, the E1 page tabs do not work (the user is stuck on their current tab).  For most users, clearing the local browser cache resolves the issue, but for some it does not.  I've tried completely resetting the browser, logging onto the PC as a different user (with brand new Windows profile) and into E1 as a different user. The same user logged into a different PC does not experience the issue, so it's something to do with the PC
