Upgraded From 4.2 To 18.2 Odd Behavior

If I create a new user then I can change password or whatever else.

But if I want to change the password on a user I cannot.

But, this is what I did, before upgrading.

Installed a brand new database (12c) that came with 4.2 (from one of my previous downloads).

I migrated the workspace from my production environment and that brought the users.

Once I had everything working about apex 4.2 and the applications were OK.

Then and only then I upgraded to 18.2.

I didn't check to see if I was able to change a password on any of the old users while in 4.2.
