An Issue After Upgrading To 18.2 - Annoying Gray Box

Every time I logout from the workspace administrator I get a popup message that says

There are issues with the configuration of the Static Files in your environment. Please consult the "Configuring Static File Support" section in the Application Express Installation Guide.

This was the same message I was getting when first getting to the workspace for the first time.

I looked at the Application Express Installation Guide and I found that for RESTful Services I needed to do apex_rest_config.sql

Even though I don't need RESTful Services, i did run the apex_rest_config.sql.

How do I get rid of this annoying gray box?
