Copy siebns.dat from Production to Pre-Production

Hi All,

Could you please share if it is a good practice to copy siebns.dat from Production to Pre-Production as part of Cloning or you should install environment from scratch with help of this siebns.dat?

Please any input or Oracle Document will be helpful.
