Is there a configuration in 9.2.28 that will change the display of View Events and Submit Bids to sh

We are currently on 9.2.24 and when a bidder/supplier navigates to View Events and Submit Bids in eSupplier Connection they see only current events (events with an end date greater than or equal to today's date and time). As we have been testing 9.2.28 (we are completing our Annual Catch-up Event to get current through 9.2.28), we have found that due to a bug fix that was created (see: Bug 27713589), all events are now displayed. While this bug fix fixes the search issue (a bidder supplier no longer has to click “Clear Criteria”), it creates a user experience issue for bidders and suppliers:
