RPAS CE Batch Framework - waittrigger operator vs /input/COMMAND/COMPLETE file?

RPAS CE Batch Framework - When using the waittrigger operator do you still need to send the SFTP /input/COMMAND/COMPLETE file that I use with OAT operators?  Or does it take the place of the COMPLETE file used with OAT?  So it will automatically move the incoming files from SFTP /input and continue with the batch group it's part of.
