Auto trigger billing by collections

I have auto trigger billing enabled and as per below article, only realtime usage/purchase a product/perform any balance impacting activity would trigger auto billing.

Now see my test case:

1. Create account on Oct 1st with BDOM as 1 and bill frequency as monthly

2. Run billing on Nov 1st which set due date to Dec1st

3. A collections action "invoice_reminder" is configured  to be triggered on 0th day of collections which is Dec 1st in this case
