12c :log file switch (checkpoint incomplete)

Hello,

We are doing an EBS 11i to R12.2 upgrade.    The upgrade is very slow.    while checking the   addm report ,    one thing that pops out is the following

Waiting for event "log file switch (checkpoint incomplete)" in wait

      class "Configuration" accounted for 74% of the database time spent in

      processing the SQL statement with SQL_ID "0g95d6v7x7kw4".

We have 4 redo log group,  with 200M  redo log files.      Please let me know, how to resolve this  wait event.
