Weblogic User Licensing Minimums

After a long search for the named user plus (NUPP) license minimums using the various Oracle licensing guides and software investment guide, I am still not able to confirm what our Oracle Sales Rep has informed us which is "20 NUPP per processor core" for Weblogic Suite NUPP for running Oracle Forms & Reports 12c.

If anyone has a better understanding of this and/or can point me to an Oracle doc, I would be much obliged.

Doc #1 below there is mention of minimums of  "20 users" for Oracle Exalytics and Hyperion SQR, but no mention of Oracle Forms. In doc #2 below there is mention of "10 named user per processor" for IAS which was what forms was running under before it was repackaged with Weblogic Server as Fusion MIddleware
