UML location dimension being updated when data is the same

So we have this strange situation in production but not in test. When ever we do a loadHier on the location hierarchy and feed in the data, the UML dimension is left off/out of the input file. But with each load the UML dimension increases its "MaxPhyId" space, even though no new positions should have been created in this dimension. This causes us to need to run the reindexDomain every 3-4 weeks to defrag the dimension.

My question is why is the dimension being filled when the value is not being provided in the load file?

RPAS v 16.0.1.22 on RHEL 7
