Cannot create Cloud SR in MOS

I opened an internal SR to resolve a CI Analytics V2 issue and was told to go to MOS, open an SR and select the Cloud Tab. Before signing in, I selected Cloud MOS.      

It made zero difference. There was still no "Cloud Tab"...just configuration, hardware and software. I do not even have a "switch to cloud" to the left of my name as a option. (see both attachments)

I  am not tied to any cloud customer CSIs, and maybe that is the reason, however, if Oracle is going to tell me to open an SR using MOS Cloud to fix an internal Business Intelligence issue, I should have "switch to cloud" next to my profile name.
