Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Oracle R12.2 How does clearing the cache using functional administrator affected logged in users?

Note Error "ORA-20002: 2018: Unable to generate the notification XML" When OM Approval Notification Mails are Sent (Doc ID 2319998.1)

say's to clear the cache using Functional Administrator.
Can I do this during the day while users are using the Instance? It's kind of an emergency.

What exactly is going to happen when I do this?
