Database page home page performance tab core cpu meaning

Hi Experts

In OEM 13.2 console, for oracle database page shows 'Performance' with 'activity class' (wait/User I/O, CPU) vs 'active sessions' chat.

There is a red line 'CPU Core', by what that means about the 'CPU Core'  and how would it calculated ? what means when the CPU exceeding this 'CPU Core' red line?

Also, any documentation about what the chats shows meaning about OEM?
