Where do i get information on which all User experience enhancement done in latest tool release is h

I have a JDE Customer who is currently on app release 9.1 and don't want to do app release upgrade in near future. However, they have plans to upgrade tool release to latest and they want to know which all new features introduced in latest tool release they can leverage by having app release E9.1. I looked at the functional net change Oracle resource and run a release comparison on tool layer and go the compare release out put. Now my question is can i assume a feature where there is no minimum app release define is backward compatible with
