As a Contingent Worker can you create a Timecard against a PO Line Type of Fixed Price Temp Labor?

I know as a contingent worker you can create a timecard for Rate Based Temp Labor line type on a PO. But, can a timecard be created against a Fixed Price Temp Labor line type on a PO?
