P34410/P3420 Price Control PO -- What does it mean?

JD Edwards World A9.3

Supplier Schedule Release Generation (P34410) which calls Write Purchase Order (P3420)

Unable to find the definition of the P3420 Processing Option #1 Price Control as customer has a desire to use the procurement pricing instead of blanket order pricing.

Does "special pricing for inventory items" use pricing from F41061, and/or what function will it perform?  Your assistance is appreciated.
