RSS - Budget Hold Notification

If a requisition is placed on hold because it exceeds budget, is a notification sent to the requestor or the person who needs to release the budget hold? If not, what would be the best way to see either all of the requisitions the requestor has on budget hold or those I need to release from budget hold?
