trying to perform an Oracle Upgrade from 11. to 12.2.0.1 and getting error “ORA-00904: "ACDRROWTSINTCOL#"”

I tried workaround in artical...

p2pqas09:oraqpa 3> srvctl disable mgmtdb -n

****Unable to retrieve Oracle Clusterware home.

Start Oracle Clusterware stack and try again.

I am not running Clusterware ..
