Reversal of issues and hours

Good day,

Is it possible to reverse the issue of components and/or hours on an actual costed (09) works order? I understand that the reversal of completions is not recommended for an 09 works order. What is the recommended process to reverse hours on an actual costed (09) works order once there has been partial completions on the works order?
