The "Generate Sourcing Rule and ASLs from Blanket Agreement" request fails to create sourcing rules

We are facing an issue when creating sourcing rules.  When we run the "Generate Sourcing Rule and ASLs from Blanket Agreements" concurrent request, sometimes the sourcing rules are not always created.  We are populating the GBPA, the supplier/site, as well as the sourcing rule name in the request parameters.  The request completes without any errors, but when creating planned orders, the GBPA details are not picked up.  This only appears to fail intermittently, but as there is a delay between when the GBPA and sourcing rules are created and when Demantra generates forecast for the items, we are struggling to
