latest AD patch failed with error ORA-20001: Error while calling ad_zd_log.message

I have fresh installed R12.2.0 on windows 2012 R2.I have completed ETCC recommended MT and DB patches.Also applied consolidated seed patch.Now i am applying latest AD patches in hotpatch mode as suggested in the doc id 1617461.1. adop phase=apply patches=25820806,27254132 merge=yes hotpatch=yes restart=yes. i am getting error
