3900 SBC network interfaces to the carrier won't come up

Hi,

I am in the process of swapping out 3820 SBC's for 3900 SBC's.  We have two HA pair in two different locations.  Performed a database backup and restore of the old SBC config to the new 3900 SBC's.  Two of the SBC's in one datacenter came up fine, but the other two 3900's I can't get the fiber interfaces to the carrier to come up.  They show down.  I've verified the admin-state is enabled.  I get no link lights on any of the fiber transceivers when I connect the fiber to the 3900's.  As soon as I connect it back
