The homepage is blank when I enable FrameworkFolders component

Hello:

I have a fresh install of Oracle WebCenter Content 12c, and the version is 12.2.1.3.0.

I have a DEV and UAT environment on the same server but different ports.

I have no problems on the Dev server when I enable the FrameworkFolders component, but when I enable it on the UAT environment, restart, and log in the homepage is a blank white screen.

Has anyone encountered this problem before or know of a solution?
