Database Patch (28265827)

Hi,

We have have installed the latest Oracle CPU of October 2018 (28265827) in Oracle 11g(11.2.0.4) but there was a conflict between [28265827, 28416098] therefore we had to rolledback.

Is it necessary to re-install patch 28416098?
