What is the significance of the Restrict Closure flag in SR Form (task tab)?

Hello,

What is the significance of the 'Restrict Closure' flag on the SR Form?

While closing some tasks from front end, we are getting error message "The actual start date must be provided. The actual end date must be provided" & some tasks close without any issue as shown in screenshot below(Actual start/end dates blank).

The only difference I saw was of the "Restrict Closure" flag.

In metalink found note which gives functionality of this flag 739087.1

Not sure how it is applicable here.
