Frame Banner Buttons

Hi,

I opened SR 3-18599261901 : Frame Banner Buttons but I also like to post it here in case the Siebel Community has some additional feedback.  This is what I have posted:

Hi, we are redesigning our OpenUI user interface to make it a better User Experience. Our design involves hiding the Menu (File, Edit, etc) and the Toolbar (New Query, Reports, etc). We are able to achieve this by CSS.

The challenge I am facing now is on the design where we need to create buttons on the Frame Banner. Some of the buttons are Site Map, Reports, Logout, Settings, etc. My challenges are:
