CPU patch post installation failed in database (12.2.1.0) running on Windows server 2016

We successfully applied CPU patches (28574555 and 28412312) to Oracle home (12.2.1.0) running on Windows server 2016.   But patch post installation failed in database.

My question is: are database CPU patches applicable to Windows server 2016?

Here are the patch installation processes.

1.  opatch apply  -- successful

     opatch lsinventory

     - two patches are displayed: 28574555 and 28412312

2.  datapatch -verbose

...

...

Current state of SQL patches:

Patch 28412312():

  Not installed in the binary or the SQL registry

Bundle series PSU:

  Not installed in the binary registry and not installed in the SQL registry

Adding patches to installation queue and performing prereq checks...

Installation queue:

  Nothing to roll back

  Nothing to apply
