Contract release amount isn't updating (putting funds back) when PO lines are cancelled.

PUM 27

Ever since updating to image 27 cancelled lines are not returning funds to the contract.  Is this a known issue?  I can't find a bug fix for this.

1.  Create requisition with a contract and source to PO

2.  Verify contract release amount

3.  Edit the requisition (req change request) to cancel the entire PO or one of the lines

4.  Contract release amount is incorrect still shows the original release amount/funds are not put back
