R4981 - Processing option 4. Item Cost Update

In JDE E1 9.0 , the help says, the Item cost update will work only for item-level allocation is on to to update the item cost for inbound shipments , May i know where to turn on the item-level allocation in system?

Also, how the PO receipt trigger the freight update report ? Please share any process document if any.
