Distribution - JDE1 (MOSC)

There is a line a requisition that is not actually assigned a line number and I am not able to cance

We just upgraded to JDE E1 9.2. Within the first 3 days, we have had three requisitions entered by users where the first line of the requisition was not numbered and the second line of the requisition starts with 1 and successive lines increment normally. Other requisitions of the same type have been processed with the first line being numbered and incrementing correctly. There does not appear to be a processing option issue preventing this from happening.

Any ideas?
