patch 24690690 failed error :Relink of module "WPCWFS.exe" failed.

Hi,

Fresh installation of R12.2.0 done on windows 2012 R2. Applied DB patch,MT patch,consolidated seed patch,latest AD and TXK patch. Now upgrating to R12.2.7 by applying patch 24690690 but it failed on relink with following error

E:/oracle/VIS/fs1/EBSapps/appl/wps/12.0.0/bin/WPCWFS.exe : fatal error

LNK1120: 39 unresolved externals

gnumake: *** [E:/oracle/VIS/fs1/EBSapps/appl/wps/12.0.0/bin/WPCWFS.exe] Error

Done with link of wps executable 'WPCWFS.exe' on Sun Oct 28 12:52:57 PDT 2018

Relink of module "WPCWFS.exe" failed.

See error messages above (also recorded in log file) for possible

reasons for the failure.  Also, please check that the Unix userid
